Hearing on On-Demand Delivery

  • January 14, 2020
  • Member Memo

Good evenging sf.citi members,

I am writing to give you an update from today’s full San Francisco Board of Supervisors meeting that Supervisor Safai in co-sponsorship with Supervisor Peskin requested a new hearing to look at the impact of on-demand delivery companies and platforms have on small businesses in San Francisco.

During today’s Board of Supervisors meeting, Supervisor Safai introduced a hearing to discuss the negative effects that delivery service companies have on small businesses. The impetus for this introduction stems from the concerns of small business owners who have expressed that they are being negatively impacted by delivery rates they are being charged by on-demand delivery companies and are consequently having a significant hit to their bottom lines. Supervisor Safai further stated his intention to discuss impacts that non-brick and mortar (“ghost kitchens”) platforms have on small businesses as he stated they oftentimes operate outside of local law and in their own separate small kitchens. This hearing will include joint input from the City’s Office of Small Business, Mayor’s Office of Economic and Workforce Development, Planning, and the Office of Labor Standards and Enforcement to present the contract terms and amount of fees charged in San Francisco in comparison to other cities. The intention of the hearing is also to provide an opportunity for the small business community in San Francisco to come forward and discuss how they operate locally and to testify about how difficult it is for them to survive in today’s market. Board President Yee subsequently asked that the newly minted Office of Emerging Technology also be involved.

As a next step, this hearing will be awaiting its calendaring at the discretion of Board President Yee and will likely be heard in Land Use and Transportation, which is chaired by Supervisor Peskin, with Supervisors Safai and Preston also members.

As always, we will keep a close eye on this hearing and will keep the group updated should we learn of any new developments. Thank you for your continued membership.

Jen
