I hope you’re doing well today.
I’m writing you today to provide you with an update on several local elections scheduled for 2022, including an update on the race to determine the next Assemblymember for District 17. Please note, we plan to send periodic updates as we get closer to each election.
San Francisco Special Election – February 15, 2022
SFUSD School Board
San Francisco Unified School District (SFUSD) board members Gabriela López, Faauuga Moliga, and Alison Collins will face a recall election on February 15, 2022. Mayor Breed has expressed support for the recall effort, stating that the Board members’ priorities were “severely misplaced”. Should the recall succeed, Mayor Breed will appoint replacements who will need to run for re-election during the regular election in November 2022.
Assessor-Recorder
Joaquín Torres was sworn in as San Francisco’s Assessor-Recorder in February 2021 to replace the newly appointed City Administrator, Carmen Chu. The February 15, 2022 election will determine who will keep the seat until the next regularly scheduled race for the position in November 2022.
District 17 State Assembly Vacancy Primary
Governor Newsom recently signed a proclamation scheduling February 15, 2022 for the District 17 Special Election. This race will determine who will fill the legislative seat recently vacated by San Francisco’s new city attorney, David Chiu. Four candidates have announced their intention to run: San Francisco Supervisor Matt Haney, former Supervisor David Campos, City College of San Francisco trustee Thea Selby, and entrepreneur/scientist/philanthropist Bilal Mahmood. Haney and Campos are the two front runners who equally boast name recognition and a large progressive following. If no candidate receives a majority needed to win the race outright, then the top two candidates will compete in an April 19th “run off” special election—this is yet to be announced and will be decided upon receiving the final votes during the February special election. Whoever wins the special election will also need to run in the June and November 2022 regularly scheduled elections to hold their seat.
California Primary Election – June 7, 2022
DA Boudin Recall
The second effort to recall District Attorney Chesa Boudin successfully met the requirements to hold a special election during the June 2022 primary election. Organizers for the second recall petition stated their concerns surrounding burglaries, car break-ins, homicides, and overdose-related deaths rising to crisis levels since DA Boudin took office.
City Attorney
Recently appointed City Attorney, David Chiu, will have to compete in this special election to serve the remainder of the current term. The next regularly scheduled election for the City Attorney’s seat will be held in 2024.
Consolidated General Election – November 8, 2022
At the local level, all even-numbered Supervisorial seats will be up for election/re-election. This includes seats currently occupied by Supervisors Stephanie (D2), Mar (D4), Haney (D6), Mandelman (D8), and Walton (D10). The filing deadline for signatures in lieu of filing fees is May 15, 2022, and the final filing deadline is on June 14, 2022. We will have an updated list of candidates closer to these dates. In addition to the Board of Supervisors, the November 2022 election will include a race to determine the next Assessor-Recorder and Public Defender.
Funding
On Tuesday, November 9th, 2021, Mayor Breed and Supervisor Mandelman introduced a mid-year budget supplemental to the San Francisco Board of Supervisors to offset the costs of two special elections expected to be held in early 2022. The $12 million dollar proposal calls for $5.1 million in repurposed funds and $6.9 million from the City’s General Reserve, which would cover the costs of the SFUSD Board of Education recall, the District 17 State Assembly vacancy, and San Francisco Assessor-Recorder special elections. The supplemental will need to be heard and approved by the Board’s Budget and Finance committee before going to the Board of Supervisors for a final vote. The Mayor will request the supplemental be heard as soon as possible to ensure that the City is prepared for the upcoming elections.
