I am writing to you with a brief update on Supervisor Safai’s Cafeteria Legislation, which was heard at today’s Land Use and Transportation Committee meeting.
After several amendments, the legislation was ultimately referred to the full Board as a committee report for consideration at tomorrow’s Board of Supervisors meeting.
During the Land Use meeting, the San Francisco Chamber of Commerce voiced opposition to the legislation, citing the current availability of well-paid jobs within office cafeterias, the negative impact on small food vendors whose livelihood depends upon corporate cafeterias, and the de-facto ban on cafeterias that would prompt businesses to move their offices elsewhere.
Supervisor Safai’s amendments expanded the items the San Francisco Planning Commission would consider when reviewing an application for a conditional use permit. They include whether or not the building is open to the public, the impact on existing eateries in the area, whether or not employers would be willing to subsidize meals outside of internal cafeterias, whether or not a cafeteria is committed to using reusable foodware, and whether or not all employees—including janitors, security guards, etc.—can use these cafeterias. Most notably, Supervisor Safai’s amendments changed the date of enactment to July 1, 2019. This date change ensures that any projects approved before July 1, 2019 may continue operating except for future expansion and reinstallation after abandonment. The amendments also differentiated between the terms “cafeteria” and “break room.”
The Cafeteria Legislation will be heard before the full Board of Supervisors tomorrow, July 23, where it will need a minimum of 6 votes in order to pass.
