I hope you all are doing well this morning.
I’m writing to you today to provide you with a brief update on yesterday’s Board of Supervisors meeting, where Supervisor Mar introduced his highly anticipated “Back to Work” emergency ordinance with Supervisors Haney, Walton, Fewer, and Safai in cosponsorship. Supervisor Mar articulated that this ordinance aims to provide assurances to workers who have been laid off during this time, and ensure that they will be the first to be offered their previous positions once their employers are ready to commence business again. The Supervisor indicated that if their previous position is no longer available, they will be offered one of similar skill and will also have access to City resources for additional support. Supporters of this ordinance include the International Longshore and Warehouse Union (ILWU) and the Chinese Progressive Association, amongst others.
As this is an emergency ordinance, it will not be subject to the 30-day rule. Once it is calendered, heard at committee, and presumably passed, the item will move to be heard at a full Board of Supervisors meeting. Once at the full Board of Supervisors, it will need a two-thirds vote in order to pass on the first reading. Should it pass, the legislation will not need to be heard for a second reading and will become local law once signed by the Mayor. Members of the public will have the opportunity to comment on the legislation at both the committee hearing and at the full Board of Supervisors meeting.
While I was hoping to hold off on sending this memo until we have the legislation to share, we have not received it as of yet. We have connected with the Supervisor’s office and will send this your way as soon as we are able to.
