I apologize about writing to you again, but as City Hall continues to move quickly, we would like to keep you updated.
I’m writing to provide you with a brief update on Supervisor Mar’s “Temporary Right to Reemployment Following Layoff Due to COVID-19 Pandemic” emergency ordinance, along with a brief update on announcements made at yesterday’s Board of Supervisors meeting.
Temporary Right to Reemployment Following Layoff Due to COVID-19 Pandemic
As you may know, Supervisor Mar’s emergency ordinance is not scheduled to be heard at this Thursday’s Government Audit and Oversight Committee meeting. I also want to note that the permanent version of the legislation was not introduced at the Board of Supervisors meeting. Based on the information communicated by the Supervisor in our previous conversations, he will likely not introduce the permanent ordinance until the emergency ordinance is calendered and heard at a committee meeting. It is our understanding that the Supervisor hopes to hear the emergency ordinance at a committee meeting next week, and we are confirming whether or not the legislation will still be under the Government Audit and Oversight committee as this committee only meets on the first and third Thursday of every month. Should it be calendared at the Government Audit and Oversight Committee, it will not be heard until June 18th. Please stay tuned as we receive more information directly from the Supervisor’s office.
Further, the emergency ordinance was discussed at San Francisco’s Small Business Commission last week. Commission members voted against the ordinance in a 6-1 final vote, citing concerns that the legislation would increase the burden on small businesses who are already struggling due to the economic impact of the COVID-19 pandemic. Considering this decision and additional push back from the broader business community, we see this momentum working in our favor as many agree that this legislation is burdensome and punitive to local businesses.
We will continue to keep you updated as we hear more from Supervisor Mar around timing and feedback he has received. Please find the letter of opposition sent by sf.citi and others in the business community attached.

Public Health Emergency Ordinance
Supervisor Mar also introduced legislation to re-enact the Public Health Emergency leave for an additional 60 days. As you know, this legislation mandated private companies with 500 or more employees to provide an additional two weeks of paid sick leave. This legislation was not voted on today and we expect to see this passed unanimously as the original legislation passed as such. Please stay tuned as we gather more information on next steps.
GRT Reform
Lastly, I wanted to provide you with a brief update on the GRT as President Yee announced that he is working with the City Attorney’s Office on GRT reform efforts. Please refer to the latest sf.citi members update: “Updated GRT Proposals” in order to review the proposed GRT approaches being discussed at the City level.
As I mentioned yesterday, we will be hosting a members call this week to discuss these details and provide more information. Please look out for this invitation.
