CONNIE CHAN

What major steps would you take or support to address the digital divide in San Francisco?

We should expand the City’s current initiative Fiber to Housing, where the City includes built-in infrastructure for high speed internet in its new affordable housing development. Based on a similar model, we should also expand to sidewalks within neighborhood commercial districts, as well as recreation centers and public schools.

Do you support the reallocation of SFPD funds? If so, what city programs/departments would you like to see the funds reallocated to?

I support restructuring our police officers’ role in our community so that they won’t be involved in homeless sweeps or mental health and wellness calls. I also support redirecting funding to support our public health care and public education systems that will serve our communities of color and working people.

To address the City’s budget deficit, what is more important: generating more revenue or cutting costs? Why?

Billionaires & corporations need to pay their fair share & contribute to the recovery of SF so we can provide equitable city services serving working people & small businesses. We also need transparency on our city’s budget & can accomplish this by holding city departments accountable, pushing for audits, & ensuring checks and balances.

What major steps would you take or support to address the digital divide in San Francisco?

I would support initiatives that provide the tools necessary for the disenfranchised to access the internet. We must increase access to the internet by expanding free wifi and providing students with computers and tablets. We must also offer the training opportunities to provide pathways to future careers in technology.

Do you support the reallocation of SFPD funds? If so, what city programs/departments would you like to see the funds reallocated to?

Yes, I support the efforts to redirect portions of the SFPD’s budget and reallocate the funding to city programs and community-based organizations, especially those that are involved with uplifting underserved communities with job training, providing security, health and wellness, and after-school programs.

To address the City’s budget deficit, what is more important: generating more revenue or cutting costs? Why?

I believe we need to cut costs, beginning with auditing city departments and programs. We need to cut waste, clean up corruption, and streamline government first to restore trust in City Hall. This is why I am pledging no new taxes during this pandemic.

What major steps would you take or support to address the digital divide in San Francisco?

I would work to implement free, municipal broadband wifi throughout the City.

Do you support the reallocation of SFPD funds? If so, what city programs/departments would you like to see the funds reallocated to?

Yes, I support Mayor Breed’s proposal to reallocate funds from the SFPD budget to community organizations that support the Black community, as well as long term mental health treatments.

To address the City’s budget deficit, what is more important: generating more revenue or cutting costs? Why?

We need to learn to live within our means which is why I support a full independent audit of all city departments to identify areas where we can streamline processes and eliminate duplicative services.

What major steps would you take or support to address the digital divide in San Francisco?

Yes. We have to ensure that the tech literacy gap is no barrier for many low-income SF residents from having a decent shot at upward mobility. First, we must explore publicly-funded internet. Second, Expand access to technology ie. laptops for SFUSD and CCSF students to ensure academic success despite distant learning.

Do you support the reallocation of SFPD funds? If so, what city programs/departments would you like to see the funds reallocated to?

Invest in 311, not 911. Homelessness is a public health issue and must be treated as such. Instead of investing in heavy policing, let’s hire more mental health professionals, treatment centers and supportive housing. Invest in community centers, violence prevention and peer intervention programs.

To address the City’s budget deficit, what is more important: generating more revenue or cutting costs? Why?

This should not be a zero sum game. We can generate revenue and cut costs at the same time by conducting audits and streamlining our programs. We could boost consumer spending, which translates into sales tax and revenue, by investing in job growth and rebuilding our infrastructure ie. Embarcadero seawall, bike lanes, housing.
